The adoption of the Kyoto Agreement
has focused attention once more on the rational
use of energy. While previous energy saving
campaigns were in response to energy shortages
and spiralling prices, the pressure to conserve
energy is now largely driven by environmental
concerns. The rational use of energy is seen as
the only reasonable approach to the continued
creation of wealth and prosperity.
The liberalisation of energy markets, the
development of new technologies and the growing
interface between energy and the environment have
meant that energy suppliers, users and regulators
have had to accept fresh challenges,
uncertainties and opportunities in their
enterprise. There are new challenges for
governments too - to increase the levels of
deployment of new, cleaner technologies and to
develop fiscal mechanisms, such as carbon &
energy taxes, to internalise the external (environmental)
costs of energy supply. These mechanisms may have
the effect of increasing energy costs, thereby re-introducing
an economic incentive to use energy more
efficiently.
