Byrne Ó Cléirigh and London Economics undertook
a study for the Department of Public Enterprise (DPE)
with the objective of assisting in the
development of energy efficiency policy options
for the period 2000 - 2005. This assignment was
undertaken for the International and Sustainable
Energy Division of DPE. The output from the study
was a key underlying document in the preparation
of the Irish Government's Green Paper on
Sustainable Energy. This was published by the
Department of Public Enterprise in September 1999.
A key element of the work was a review of the
various programmes in Energy Conservation
administered by the Irish Energy Centre (IEC).
The Irish Energy Centre is the Irish Government
Agency for the promotion of energy conservation
and renewable energy. The Centre administered a
£20 million programme in the period 1995 to 2000
and has an increased budget for the period to
2005. A major part of the Centre's remit is to
help meet Irelands commitments to reduce
Greenhouse gas emissions as set out in the
National Climate Change Strategy published in
October 2000.
