Byrne Ó Cléirigh were members of the consulting team which prepared the report entitled "Limitation and Reduction of Carbon Dioxide and other Greenhouse Gas Emissions in Ireland". The study team also included ERM (UK), and the Economic and Social Research Institute (ESRI). The study covered all greenhouse gas emissions and all sectors.

Byrne Ó Cléirigh's work was directed at identifying major emission sources, examining new measures and strengthening existing measures and programmes in the field of efficiency promotion in the industrial, commercial and residential sectors.

The Client for the study was a Steering Team representing the Department of the Environment and Local Government and Department of Public Enterprise. The study was one of the key supporting documents underlying the Irish Government's National Climate Change Strategy published in October 2000.
